ارتفاع البطالة في تركيا إلى 11.1% منذ أوائل 2017

عجز في الميزانية حجمه 5.4 مليار ليرة (994 مليون دولار)

أظهرت بيانات رسمية الخميس، ارتفاع البطالة في تركيا إلى 11.1% في الفترة من يوليو/ تموز إلى أغسطس/ آب 2018، مسجلة أعلى مستوياتها منذ أوائل العام الماضي ومرتفعة من 10.6% معدلة في الفترة بين يونيو/ حزيران وأغسطس/ آب من العام الجاري.

وبلغت البطالة غير الزراعية 13.2% في المتوسط في الفترة من يوليو/ تموز إلى سبتمبر/ أيلول 2018 حسبما أظهرته الأرقام الرسمية اليوم.

كما أظهرت بيانات من وزارة المالية التركية اليوم عجزا في الميزانية حجمه 5.4 مليار ليرة (994 مليون دولار) لشهر أكتوبر/ تشرين الأول الماضي.

وحققت ميزانية أكتوبر/ تشرين الأول الماضي فائضا أوليا، لا يشمل مدفوعات الفائدة، بلغ 1.2 مليار ليرة. وفي الأشهر العشرة الأولى من العام، بلغ عجز الميزانية 62.1 مليار ليرة، وفقا للأرقام.

الكاتب التركي أكرم أوناران، يرى أنّ البيانات الرسمية المُتعلقة بالعمالة والبطالة غالباً ما يتم إخفاؤها عبر جداول مختلفة. وعندما يتم تحليلها بعين متخصصة وبشكل تفصيلي فإن الفجوة ما بين البطالة الحقيقية وأرقام البطالة الرسمية وكذلك المشاكل المزمنة في سوق العمل والتشغيل تتكشف للعيان بشكل واضح.

ويقول في مقال له بـِ “أحوال تركية”، إنّ الغموض هو الأبرز فيما يتعلق بكيفية تحقيق التوظيف في ظل وجود ما يتجاوز 6 ملايين عاطل عن العمل، والظروف الاقتصادية التي تتقلص بسرعة.

وإلى جانب وجود كتلة تبلغ حوالي 2.5 مليون فرد لا تعتبرها الدولة التركية عاطلة عن العمل إلا أنها عاطلة بالفعل، وقد فقد جزء كبير منها الأمل في العثور على فرصة عمل، فإن العمالة غير الرسمية، واستغلال العمال المتمركز في الإناث، وتشغيل الأسر بدون أجر، والبطالة المرتفعة لدى الشباب والمتعلمين والبطالة الطويلة الأمد هي أبرز المشاكل في سوق العمل التركية. فمشكلة البطالة التي أصبحت مزمنة تشكل أرضية خصبة لحدوث مشاكل اجتماعية خطيرة.

وإن قبول الأسر العاملة بدون أجر ضمن سوق العمل يجعل نسبة البطالة تبدو منخفضة. غير أنه يستحيل الحديث هنا عن توظيف وعمل حقيقي. ففي حالة اعتبار هذه الكتلة عاطلة عن العمل يصل عدد العاطلين إلى 9 ملايين شخص.

ووفقا لمعهد الإحصاء التركي فإن معدل البطالة بين الشباب الأتراك الحاصلين على مؤهلات دراسية جامعية بلغ حوالي 12.8% في بداية هذا العام. لكن من المعتقد أن يكون الرقم الحقيقي أكبر بكثير، حيث يعكس هذا الرقم فقط الخريجين الذين يسعون للحصول على وظيفة عبر معهد العمل التركي، وهو الجهة الحكومية المسؤولة عن التوظيف في البلاد.
