كشفت صحيفة “الراي” الكويتية أن قمة مجلس التعاون الخليجي القادمة، من المرجح أن تعقد في الرياض يوم 9 ديسمبر المقبل، وذلك رغم الخلاف المستمر مع قطر.
ولفتت الصحيفة إلى أن “مستوى التمثيل لم يتم تحديده وسيخضع كما في كل مرة لمشاورات اللحظات الأخيرة”.
غير أن المؤشرات تظهر أن أزمة قطر لن يتم بحثها في القمة، رغم الضغوط الأمريكية لإنهاء الخلاف الخليجي.
ونقلت وكالة رويترز عن دبلوماسيين ومصادر في منطقة الخليج قولهم إنهم لم يروا اقتراحات جديدة ولا خطوات ملموسة من الرياض أو من حلفائها لإنهاء الخلاف مع قطر.
وقال دبلوماسي عربي لرويترز إنه لا يرى أي تغير فيما يتعلق بقطر وأضاف أن تصريح ولي العهد تم تفسيره بشكل خاطئ مشيرًا إلى أن الرسالة من وجهة نظره كانت موجهة للولايات المتحدة، ومفادها هو ألا تقلق على الاقتصاد القطري.
وقال مصدر خليجي للوكالة إن الأمير محمد سيتجنب اتخاذ أي خطوة قد تفسر على أنها ضعف لدى محاولته احتواء تداعيات دبلوماسية لمقتل خاشقجي.
ويقول دبلوماسيون ومصادر أخرى مطلعة على السياسة الخليجية إن أبوظبي لا تعتبر الخلاف مع قطر أولوية.
ويضيفون – وفقًا لرويترز- أن الرياض وأبوظبي تؤكدان لواشنطن باستمرار أن الخلاف لن يمنع تشكيل حلف أمني مقترح للشرق الأوسط سيشمل الدوحة.
واعتبروا أن الإمارات تساند بقوة الأمير محمد في مواجهة إيران وفي الإصلاحات الاقتصادية والاجتماعية التي يسعى لتنفيذها إذ ترى أبوظبي أنها ضرورية لمحاكاة النموذج الإماراتي المشجع لقطاع الأعمال والمتسامح دينيا في مواجهة التطرف.
وقالت إليزابيث ديكنسون وهي محللة لشؤون شبه الجزيرة العربية في مجموعة الأزمات الدولية “الإماراتيون يرون أن السعودية هي الخيار الوحيد لقيادة المنطقة. ولم يتراجعوا ولو للحظة عن اعتقادهم بأن خطط الإصلاح التي تنفذها الرياض هي الأفضل وهي الخيار الوحيد”.
