تصاعدت الخلافات بين المجموعات السكانية في كركوك (240 كم شمال بغداد)، حول إجراء الانتخابات المحلية مع بقية محافظات العراق.

واضاف أن «هناك من يدعي تلاعب الاكراد بالانتخابات قبل 16 تشرين الاول (اكتوبر) 2017، حين كانت ادارة كركوك في يدهم، لكننا فزنا بأكثرية المقاعد النيابية المخصصة للمحافظة في الانتخابات التي جرت في ايار الماضي، ولم تكن ادارة كركوك في يدنا»، واعرب عن استغرابه «مطالبات تدقيق سجل الناخبين لانتخابات مجالس المحافظات، رغم اعتماده في انتخابات البرلمان العراقي دورات بعد عملية التسجيل البايومتري». ولفت شيخاني إلى أن «الاحزاب الكردية في كركوك ستقاطع انتخابات مجالس المحافظات، إذا أصر العرب والتركمان على وضع شروط تعجيزية لعدم اجرائها». وتأتي الموقف ردا على مطالبة «حزب تركمان ايلي»، في كركوك بإجراءات وضمانات لعدم تكرار «سرقة الاصوات»، خلال الانتخابات المحلية المقبلة.
وكان المجلس العربي في محافظة كركوك طالب، الاثنين الماضي برعاية دولية للاقتراع تستوفي «الشروط الأدنى من النزاهة والعدالة».
