تحت شعار (تحديات الثقافة والمثقف ومستقبل دورهما البنيوي والتربوي في العالم العربي) أقيم مؤتمر القمة الثقافي العربي التحضيري الأول في محافظة ميسان – العراق فندق كورميك التركي تحت رعاية منظمات المجتمع المدني الثقافية : دار القصة العراقية، مؤسسة جائزة العنقاء الدولية، المنظمة العربية لحقوق الإنسان في القاهرة، الشبكة العربية للتسامح، تجمع عقول و جامعة ابن رشد في هولندا و هيئة رعاية الطفولة وعدد من الشخصيات الوطنية وبدعم وزارة الثقافة والآثار والسياحة للفترة 27-28 ديسمبر 2018 بحضور ومشاركة شخصيات عربية وعراقية ثقافية وأكاديمية وإعلاامية وناشطين في المجتمع، منهم النائب بهاء النوري والنائب دلال الغراوي والنائب وجيه عباس والأستاذ طاهر الحمود وكيل وزارة الثقافة والسياحة والاثار والاستاذ منذر الشواي رئيس مجلس محافظة ميسان والكاتبة عالية آل فريد من المملكة العربية السعودية والأستاذ علاء نوفل من جمهورية مصر العربية والأستاذ ذو الفقار بشار كوران نائب محافظ واسط والشاعر د. نوفل ابو رغيف مدير عام دار ثقافة الطفل والدكتور حسين قلي خان فيلي ممثل الحزب الكوردستاني الديمقراطي من أربيل والأديب محمد رشيد المبادر المؤسس لمؤتمر القمة الثقافي العربي
وتضمّن المؤتمر حفل افتتاح ضم كلمات رسمية هذه المناسبة وتكريم شخصيتين مهمتين هما الخالد الذكر الفنان طعمة التميمي والشاعر سعدون قاسم بجائزة العنقاء الذهبية الدولية فضلا عن نشاط إنساني تم فيه توزيع الهدايا للأطفال فاقدي رعاية الأبوية.. كما جرى تكريم الجهات الراعية للمؤتمر…
وفي اليوم التالي تمّ إجراء حفل ختام تضمن فعاليات للطفولة وقصائد شعرية وتكريم المثقفين المشاركين في بحوث المؤتمر الذي تضمن ثلاث جلسات ضمت أربعة محاور . وجرت في إطار تلك المحاور نقاشات معمقة لما تناولته البحوث التي لامست بجوهرها المشكلات والأزمات التي مرت على المثقف العربي وأوصت بكيفية تجاوزها على وفق مفاهيم تنويرية وعبر نوافذ قيم التسامح والسلام وإشاعة ثقافة الجمال والمحبة وقبول الآخر المختلف الأمر الذي سيساهم في إعادة بناء المجتمع العربي بسلامة تتجاوز مظاهر التخريب التي عانى منها.
وقد وردت برقيات من شخصيات مهمة و وزارات ومنظمات ثقافية وإنسانية منهم القاضي رزكار محمد امين (العراق)، الكاتب حسن بو هزاع (البحرين) الفنان لطفي بوشناق (تونس)، المفكر العراقي د. عبد الحسين شعبان (بيروت)، البروفيسور د.شيرزاد النجار(اربيل)، البروفيسور د. تيسير الالوسي (هولندا)، الإعلامي عبد الحميد الصائح (لندن)، الكاتب احمد الصائغ (السويد) ,الدكتور أياد البرغوثي رئيس الشبكة العربية للتسامح (فلسطين), الأستاذ علاء شلبي رئيس المنظمة العربية لحقوق الإنسان (مصر) و برلمان الطفل العراقي والكاتب جاسم مطير و وزارة العمل والشؤون الاجتماعية و وزارة الثقافة والسياحة والآثار.
