قدمت لجنة أممية تقريرا عن مظاهرات 2018 على حدود غزة والانتهاكات الإسرائيلية، وقائمة بالإسرائيليين المتهمين بجرائم خطيرة ارتكبت خلال هذه الأحداث سترفع للمحكمة الجنائية الدولية.

وشمل التقرير “الهياكل العسكرية والمدنية في إسرائيل” التي قد تكون مسؤولة عن انتهاكات القانون الإنساني الدولي.

وقدمت اللجنة تقريرها في 250 صفحة وأشارت فيه إلى أن إسرائيل ربما تكون قد ارتكبت “جرائم ضد الإنسانية” باستخدام ذخيرة حية ضد المحتجين الفلسطينيين خلال مسيرات العودة.

وشدد التقرير على أن القتل المتعمد للمدنيين الذين “لم يشاركوا مباشرة في الأعمال العدائية يعد جريمة حرب”.

ووجدت اللجنة أسبابا مقنعة لترجيح أن أفرادا من قوات الأمن الإسرائيلية، قتلوا وأصابوا مدنيين بجروح خطيرة لم يشاركوا مباشرة في الأعمال العدائية، ولم يشكلوا تهديدا أمنيا لإسرائيل، وأكدت أن استخدام الذخيرة الحية ضد المتظاهرين كان غير متناسب وغير قانوني.

وورد في التحقيق، أن القوات الإسرائيلية أطلقت النار على أكثر من 6000 فلسطيني شاركوا في الاحتجاجات على طول حدود غزة بين مارس وديسمبر 2018، ما أسفر عن مقتل 183 شخصا، بينهم 32 طفلا، وأن أقل من 30 من القتلى كانوا “أعضاء في جماعات مسلحة فلسطينية منظمة”.

كما يتهم التقرير إسرائيل بأنها “فشلت باستمرار في التحقيق مع القادة والجنود ومقاضاتهم على الجرائم والانتهاكات المرتكبة ضد الفلسطينيين”.

واتهمت لجنة التحقيق حركة “حماس” بأنها “شجعت أو دافعت عن استخدام المتظاهرين للطائرات الورقية والبالونات الحارقة، مما أثار الذعر وخلف أضرارا مادية كبيرة في جنوب إسرائيل”.

من جهتها رفضت إسرائيل التقرير بالكامل، ونددت به عندما نشرت اللجنة ملخصا موجزا ​​له قبل أسبوعين.
