وجاء توقيت نشر هذه المعلومات والأرقام، ليشكّل ردًا رسميًا غير مباشر على دعاوي حزب الله وفريقه السياسي الذي يضم التيار الوطني الحر برئاسة وزير الخارجية جبران باسيل، صهر رئيس الجمهورية ميشال عون، والذي يُصرّ على رفض الطلبات الأمريكية المتكررة الداعية الى إخراج لبنان من همينة حزب الله وإيران.
وكان إعلام حزب الله قد هدد الأسبوع الماضي بالانتقال من ”الممانعة“ الى ”المقاومة“، وإطلاق عمليات عسكرية تخترق موقف الإدارة الأمريكية الأخيرة بشأن الجولان ومزارع شبعا.
تفاصيل المساعدات الأمريكية
وأظهرت الوثيقة العسكرية عن برنامج تطوير قدرات الجيش اللبناني للأعوان 2018 – 2022، أن 85% من تجهيز الجيش اللبناني يأتي من مساعدات أمريكية، تغطي حاجات ومتطلبات القوات البرية – البحرية – الجوية، وكذلك القدرات المطلوبة للخطة في الأمور اللوجستية والتدريبية.
وكشف التقرير، أن هذه المساعدات الأمريكية تصل إلى لبنان من خمسة برامج أمريكية هي “ FMF، وBPC وAC-SA وIMET وDTRA“.
ومن البرنامج ”FMF“، تم صرف مليار و100 مليون دولار بين عامي 2006 و2017، وخلال 2018 بلغ مجموع الهبات 108 مليون دولار.
ومن البرنامج الثاني BPC جرى توفير مواد مكافحة الإرهاب.
وعبر FMF ،CTPF تم تقديم للقوات الجوية عددًا من الطوافات، وكذلك طائرات CESSNA وصواريخ هيل ومنظومات الطائرات دون طيار، والتدريب على كافة المنظومات مع مدرعات الجيل الثالث والصواريخ المضادة للدروع.
أما برنامج IMET فإنه يغطي تدريبات الضباط اللبنانيين في المعاهد العسكرية الأمريكية، حيث يبلغ إجماليهم 500 ضابط وعنصر سنويًا.
