Ende der 1950er Jahre wurde der die saarländische Wirtschaft dominierende Bergbau und die damit zusammenhängende Montanindustrie
von einer Absatzkrise hart betroffen. Für die saarländischen Arbeitnehmer bedeutete der wirtschaftliche Anschluss des
Saarlandes an die Bundesrepublik Deutschland einen spürbaren Kaufkraftverlust.
Nach der Angliederung an die Bundesrepublik war
die saarländische Wirtschaft durch den großen bundesdeutschen Wirtschaftsraum bedroht.

Das Abgeordnetenhaus war die zweite Kammer
des Preußischen Landtages. Zahlreiche neue sozialpolitische Errungenschaften wie die Sozialversicherung und die Krankenversicherung
wurden an der Saar entsprechend der Entwicklung im übrigen Deutschen Kaiserreich eingeführt.
Bis zum Ersten Weltkrieg erlebt die Großregion Saarland-Lothringen-Elsass-Luxemburg nach dieser Phase einen immensen wirtschaftlichen Aufschwung und ein noch nie dagewesenes Bevölkerungswachstum.
Reaktion auf diese Krise war die zweite Auswanderungswelle aus dem Saarland,
die von 1880 bis 1890 ihre Hochphase erreichte.
Metz übertraf also mit 31,75 % Auswanderern bei weitem die
übrigen Gebiete.

consent and give each state an equal vote in the process.
In the vice president’s absence, the president pro tempore, who is traditionally the most senior
member of the Senate majority party, presides over the Senate, and more often by rule allows a junior senator to
take the chair, guided by the parliamentarian.

the most votes losing control of the Senate (and
as a result, the Judiciary) and predicts the trend looks set to continue
and possibly increase. Formerly, committee chairs were determined purely by seniority;
