الأمم المتحدة: مساعدات سوريا عالقة في العراق بعد الفيتو الروسي والصيني

أعلن مسؤول المساعدات الإنسانية في الأمم_المتحدة، أمس الأربعاء، أنّ شاحنات محملة بالمساعدات الطبية للمدنيين في شمال شرق سوريا عالقة في العراق، بعد أن منعت روسيا والصين مجلس الأمن الدولي من تجديد تفويضه لعمليات تسليم المساعدات عبر الحدود.

وفي وقت سابق من هذا الشهر، سمح المجلس بمواصلة المساعدات المستمرة عبر الحدود منذ 6 سنوات من مكانين في تركيا، لكنه أسقط نقاط العبور من العراق والأردن بسبب معارضة روسيا والصين. وفي كانون الأول الماضي، استخدم البلدان حق النقض (الفيتو) ضد محاولة تمديد الموافقة على نقاط العبور من تركيا والعراق.

وقال مارك لوكوك للمجلس، إنّ “هناك نحو 400 ألف مادة طبية مزمع تسليمها عالقة في شاحنات في العراق ولا يمكنها العبور”، مضيفاً أنّه “طلب الأمين العام للأمم المتحدة أنطونيو غوتيريش دعم أعضاء المجلس للاتفاق على إدخال هذه المواد”.

ولفت لوكوك إلى أنّ منظمة الصحة العالمية حذّرت من أنّ إزالة معبر العراق من عملية نقل المساعدات عبر الحدود ستؤدي إلى “انخفاض في الخدمات الطبية المتاحة ونقص متزايد في الإمدادات الطبية”.

ونفى السفير الروسي لدى الأمم المتحدة فاسيلي نيبينزيا المخاوف من إغلاق المعبر الحدودي العراقي، لأنّه قال إنّ الوضع على الأرض قد تغير وإنّ المساعدات الإنسانية يتم تسليمها إلى الشمال الشرقي من داخل سوريا.

وقال: “بدلاً من إثارة المشاعر هنا، نوصي بأن يقوم مكتب الأمم المتحدة لتنسيق الشؤون الإنسانية في أسرع وقت ممكن بإقامة تعاون فعال مع السلطات الشرعية في دمشق”.

وأشارت نائبة السفيرة الأميركية لدى الأمم المتحدة شيري نورمان شاليه إلى أنّ إغلاق المعبر الحدودي العراقي قطع 40 في المئة من معدات وإمدادات الأمم المتحدة الطبية إلى شمال شرق سوريا.

وأضافت للمجلس: “لقد منعت روسيا تقديم المساعدات الإنسانية الأساسية لأولئك المحتاجين إليها في جميع أنحاء سوريا منذ أكثر من ثماني سنوات. والآن، مع اتباع الصين لنهجها على نحو أعمى، صعدت روسيا حملتها لتقييد وصول المساعدات الإنسانية في سوريا من خلال جهد خاطئ ومسيس”.

ورفض سفير الصين لدى الأمم المتحدة تشانغ جون الاتهام الأميركي، وقال إنّه بلا أساس.

وقال تشانغ: “يحق لكل دولة التصويت على موقفها… هل تعتقدون أننا ما زلنا في فترة الاستعمار والعالم بأسره يجب أن يقف إلى جانب الولايات المتحدة والمملكة المتحدة؟ لقد انتهى هذا العصر منذ أمد بعيد”.

وأشارت لوكوك إلى أنّ الأمم المتحدة تجري محادثات مع جميع الأطراف، بما في ذلك الحكومة السورية، “لضمان خطوط إمداد موثوقة وكافية وقدرة إنسانية في الشمال الشرقي”، داعياً إلى إعادة فتح طريق سريع رئيسي بالغ الأهمية.
