الاحتلال الاسرائيلي يقوّض الجهود المبذولة لوقف إنتشار فيروس “كوفيد-19” بعمليات الهدم للمتلكات الفلسطينية

يواصل الاحتلال الاسرائيلي انتهاك الدولي باستهدافه للمساكن ومرافق المياه والإصحاح والنظافة في الضفة الغربية المحتلة، وتُقوِّض الجهود المبذولة للحدّ من إنتشار فيروس كورونا “كوفيد-19”.
تعرض عمليات الهدم المستمرة والتهديد بالترحيل القسري، بالإضافة إلى خطط حكومة الاحتلال الإسرائيلية المقبلة لضم أجزاء كبيرة من الضفة الغربية، أمان وصحة الآلاف من الفسلطينيين للخطر. كما أن الاستيلاء على الأراضي لن يحرم الفلسطينيين و يقلص أمالهم في الحصول على حقهم الشرعي في تقرير المصير فحسب، بل سيؤثر على التنسيق القائم بين السلطات الإسرائيلية والفلسطينية لمواجهة تفشي وإنتشار فيروس كورونا بين الشعبين.
يقول الأمين العام للمجلس النرويجي للاجئين يان إيجلاند: “إن إسرائيل ملزمة قانونياً بحماية حياة وصحّة الفلسطينيين الواقعين تحت الإحتلال”، ويضيف: “إننا نحث السلطات الإسرائيلية لوقف عمليات الهدم والمصادرة الغير المشروعة للممتلكات في الضفة الغربية، بما في ذلك المساعدات الإنسانية. فهذا ليس هو الوقت لتقويض الجهود العالمية لوقف إنتشار فيروس كورونا”.
وفي الإطار ذاته يقول إيجلاند: “يجب أن يعمل المجتمع الدولي على ضمان إلتزام إسرائيل بالقانون الدولي وانضمامها لتلبية النداء العالمي لإنهاء الصراعات السياسية والتفرغ لمحاربة هذه الجائحة، بدلاً من التصعيد وإضعاف الفلسطينيين الواقعين تحت الإحتلال”.
منذ أول حالة إصابة بكوفيد-19 في إسرائيل بتاريخ 21 شباط/فبراير2020، أفادت الأمم المتحدة أن الإدارة المدنية الإسرائيلية قامت بهدم 69 منشأةً في الضفة الغربية، بما فيها القدس الشرقية. ذلك أدى إلى تشريد 63 شخصاً وألحق الضرر بـ417 آخرين. تضمنت المنشآت 28 ممْتَلكاً سكنياً وسبع مرافق لخدمات المياه والصرف الصحي، والجدير بالذكر أن ثُلُثَ ما تم تدميره ومصادرته كان مقدماً من دول مانحة كمساعدات إنسانية.
ذلك فيما أكدت الإدارة المدنية الإسرائيلية في 7 نيسان/أبريل بأنها لن تقوم بهدم أي ممتلكات سكنية في الضفة الغربية لمحاولة السيطرة على مخاطر إنتشار فيروس كورونا، إلا أنها لم تجمد عمليات الهدم للمنشآت الأخرى، بما فيها البنية التحتية الأساسية كمرافق المياه والإصحاح والنظافة الضرورية لوقف إنتشار العدوى.
أدت القُيود الإحترازية المفروضة من قبل السلطات الفلسطينية والإسرائيلية لاحتواء جائحة كورونا إلى عزل المجتمعات الفلسطينية الضعيفة عن الأسواق المحلية، و شَلِّ قدرة السكان عن كسب لقمة عيشهم. ويأتي ذلك على نقيض المنح التحفيزية لدعم الإقتصاد الإسرائيلي والسكان المتضررين جراء التدابير والإجراءات الصحية العامة. هذا وقد قامت إسرائيل بهدم 28 منشأة زراعية ومعيشيه فلسطينية في منطقة ج، مُفاقِمةً بذلك قُدرة العائلات المتضررة على إِعالة أنفسهم ومجتمعاتهم. عَلاوَةً على فشل إسرائيل في الحد من إعتداءات المستوطنين الإسرائيليين ضد الفلسطينيين وممتلكاتهم، فقد أشارت تقارير الأمم المتحدة إلى إزدياد حالات الإعتداء من قبل المستوطنين منذ إنتشار فيروس كوفيد-19.
