دعم المحروقات انتهى في لبنان: البنزين إلى 336 ألف ليرة

في تمام الساعة التاسعة و23 دقيقة من مساء أمس، دقّ حاكم مصرف لبنان رياض سلامة رسمياً ومن دون ذكر عبارة “رفع الدعم” جرس توقف دعم المحروقات، بسلاسة تامة في بيان وزّع عبر وسائل الإعلام.

صحيح أنه أعلن مراراً أنه لم يعد قادراً على دعم المحروقات، وكان آخر تصريح له أمس بهذا المعنى في اجتماع المجلس الأعلى للدفاع في بعبدا مع رئيس الجمهورية، وصحيح أنه كان يتباطأ في فتح الإعتمادات معلناً بطريقة غير مباشرة أنه لن يستنزف المزيد من الإحتياطي الإلزامي للدعم، إلا أنه لم يكن أي من أصحاب الشأن على دراية تحديداً بـ”ساعة الصفر” التي سيعلن فيها الأمر.

فأصحاب المحطات تلقفوا الخبر مثلهم مثل سائر المواطنين، اذ جاء في البيان المقتضب أنه “اعتباراً من تاريخ 12/8/2021 (اليوم) سيقوم مصرف لبنان بتأمين الاعتمادات اللازمة المتعلقة بالمحروقات، معتمداً الآلية السابقة إياها، ولكن باحتساب سعر الدولار على الليرة اللبنانية تبعاً لأسعار السوق. ويعود لوزارة الطاقة تحديد الأسعار الجديدة للمحروقات”.

ويعني ذلك أنه على الشركات المستوردة للمحروقات أن تستورد المادة مباشرة اذا ما كان لديها “دولار كاش” أو أن تتوجّه الى مصرف لبنان كي يؤمّن لها فتح الإعتماد وبالتالي الدولارات للاستيراد، ولكن بدءاً من اليوم على اساس سعر صرف الدولار المعتمد في السوق السوداء بدلاً من 3900 ليرة، وبذلك كلما ارتفع سعر الدولار تزيد أسعار المحروقات وكلما تراجع تنخفض معه الأسعار.

ووفق تلك المعادلة من المتوقع أن يرتفع سعر صفيحة البنزين 95 أوكتان من 75600 ليرة لبنانية (مدعومة جزئياً وفق سعر صرف الدولار على 3900 ليرة لبنانية) الى 336 الف ليرة لبنانية، وفقاً لدراسة الدولية للمعلومات، محتسباً على سعر صرف الدولار بقيمة 20 ألف ليرة (على أساس 14,56 دولاراً للصفيحة قبل وصولها الى المستهلك واحتساب الرسوم والأرباح). وبذلك تكون صفيحة البنزين 95 أوكتان ارتفعت بقيمة 260400 ليرة لبنانية.

أما سعر صفيحة المازوت فمن المتوقع أن يرتفع من 57100 ليرة لبنانية (مدعومة جزئياً وفق سعر صرف الدولار على 3900 ليرة لبنانية) الى 278620 ليرة لبنانية أي بزيادة 221520 ليرة.
