المشاكل الحياتيّة والمعيشيّة التي تواجه اللبنانيين، كلّها تُصنّف في دائرة الويلات، لكن أكثرها حراجة وقساوة، تلك المتعلقة بشؤونهم الصحية. لا نغالي في توصيف ما يحصل خلف أبواب المنازل وعلى أبواب المستشفيات والصيدليات بالمأساة الحقيقية، بدءًا من نقص الأدوية وفقدان أدوية الأمراض السرطانية، وصولًا إلى فواتير الإستشفاء الخيالية.
كلفة الطبابة المرتفعة حرمت الفقراء، وما أكثرهم، من الإستشفاء. المعضلة الكبرى تكمن بعدم قيام شركات التأمين بتغطية أكلاف الطبابة والمعدات الطبية، وتحميلها للمريض المضمون والمؤمّن، ما يكبّده اعباء مالية كبيرة تفوق عشرات لا بل مئات الملايين، وتتجاوز قدرته الماديّة بأشواط. نقابة أصحاب المستشفيات تعلّل تحميل المريض فارق الكلفة، بأنّ شركات التأمين تسدّد فواتير طبابة المؤمّنين ضمن بوالص سارية المفعول، إمّا من خلال شيكات مصرفية بالدولار أي باللولار، أو بالليرة على سعر صرف الـ 1500 ليرة، وأنّ المستشفيات تشتري المستلزمات بالدولار النقدي “الفريش”، وأنّها ليست قادرة على تحمّل خسائر إضافية، خصوصًا وأنّ المستلزمات الطبية والأدوية والمازوت وكافة الأمور التشغيلية لم تعد مدعومة. يبدو المريض هو الحلقة الأضعف بين ثلاثية شركات التأمين والصناديق الضامنة والمستشفيات ومستوردي الأدوية والمستلزمات الطبيّة، وحده يتحمّل الفروقات، والخيار البديل هو الموت على أبواب المستشفيات.
“وصلنا إلى مكان وضعوا فيه المريض بمواجهة المستشفى” يقول عضو لجنة الصحة النيابية النائب فادي علامة لـ “لبنان 24” متحدثًا عن حلول واقتراحات يعمل عليها وزير الصحة الدكتور فراس الأبيض “منذ أسبوعين أطلعنا الوزير على استراتيجيته لمعالجة الأزمة خلال اجتماع لجنة الصحة النيابية، خصوصًا أنّه ملمّ بالملف من كلّ جوانبه، كونه شغل منصب مدير مستشفى حكومي كما أنّه طبيب، ويدرك المشاكل المتعلّقة بالدواء والمستلزمات الطبيّة. لكن إلى يومنا لم تتوافر الحلول بعد، لذلك نحن بانتظار الحلول التي سيطرحها الوزير، والأجوبة على كلّ التساؤلات حيال تسعير المستلزمات الطبيّة وضبط الأنواع المستوردة، كي لا تكون أسعارها خيالية، خصوصًا أنّ لم يعد لدينا ترف الإستمرار بالنمط الذي كان سائدًا في الإستيراد. الأمر نفسه ينطبق على الدواء إذ يجب تحديد الأعداد والأنواع التي تدخل السوق، بدل استيراد 5 الآف دواء. فضلًا عن ترجمة الإتفاق بين وزارة الصحة ومصرف لبنان لتوفير أدوية الأمراض المستعصية والمزمنة، لاسيّما وأنّ أزمة الأمراض السراطانية لا زالت عالقة. وهذا ما شددتُ عليه في مداخلتي في المجلس الإقتصادي والإجتماعي، والرئيس نجيب ميقاتي وعد بمتابعة الموضوع مع وزير الصحة”.
الأزمة التي نعيشها اليوم لا يتحمّل تبعاتها جنون الدولار وحده، بل الأداء الصحي على مدى عشرات الأعوام، والفوضى التي تسود القطاع برمته، بدليل كميات الأدوية وحليب الأطفال والمستلزمات الطبية التي جرى تخزينها في مستودعات الشركات، وهي التي تمّ تمويلها بدولار المودعين. علامة يعوّل على قانون “الهيئة الوطنية لسلامة الدواء” الذي كان قّد قدّمه قبل سنتين، وأُقرّ مؤخرًا في اللجان، بانتظار إقراره في الهيئة العامة “تكمن أهميته أنّ الهيئة تضم فريق عمل متخصص وعلمي يدير عملية الإستيراد وفق حاجات السوق، أسوة بما تعتمده بلدان متعددة كالولايات المتحدة والدول الأوروبية والسعودية والأردن، لا أن تبقى هذه العملية برمّتها بعهدة المستشارين كما هو الواقع، فتذهب بذهابهم. كما حدّد القانون آلية لتسعير الدواء وتحديد النوعية وتحفيز الصناعة الوطنية”.
بعد أن كان لبنان بالأمس القريب مستشفى الشرق الأوسط، لم يعد بمقدور فئات اجتماعية واسعة من أبنائه الحصول على أبسط الخدمات الصحيّة، بعدما أصبح تأمين المستلزمات الطبية مرهوناً بتوافر الدولار النقدي. هذا الواقع يهدّد حياة مئات الآف اللبنانيين، ويفترض أن يشكّل الوضع الصحي أولوية لدى مكونات الحكومة، تعلو على كل الحسابات والصراعات.
