النشرة الدولية –

بعد الاطلاع على ما أصدرته جريدة القبس، بخصوص مشروع قانون إقليم الحرير، ورد فعل الشارع الكويتي بين رافض وقابل وبين مشكك ومصدق، وبين ساخر وجاد، يفترض من الإدارة الحكومية ان تلتفت بصدر رحب للجميع (المعارضين قبل المؤيدين) للاستماع الى وجهات نظرهم المختلفة وفهم محاذيرهم وشكوكهم، وتوضيح كل الملابسات بكل شفافية وموضوعية، وإشراك مؤسسات المجتمع المدني في بلورة تلك الخطة وتحميلهم المسؤولية. اخفاقات الإدارة الحكومية المتكررة أوجدت فراغاً بين الشعب وادارته، فكيف له ان يساهم في رؤية هو لم يشارك في صياغتها؟ وكيف يثق بنجاحها وهو يرى أمام ناظره مشاريع تعثرت بسبب سوء التدبير والتخطيط؟ لا مجال لدحض كل الاقاويل والشكوك الا بالمواجهة (امام الشعب) وكشف الحقائق، وفتح المجال للنقاش المستفيض، لعلنا نصل لحلول ترضي جميع الأطراف وتتحقق المصلحة العامة للوطن. ولكن دعونا نبعد عن المثاليات ونناقش الموجود وليس المفروض. لو بدأنا من الرغبة الأميرية لتحويل الكويت إلى مركز مالي وتجاري، تلك الرغبة تستوجب تعديل العديد من التشريعات والقوانين والإجراءات لكي تتوافق وتسير بمحاذاة تلك الرؤية، وهذا اكبر عائق قد يواجه الإدارة الحكومية، مما دعاها الى استحداث نظام خاص ومنعزل عن قانون البلد، لصعوبة إحداث التغييرات المطلوبة لتحقيق المشروع. أسباب تلك الصعوبة: أولا: ان دستور 1962: يمثل الحد الأدنى من الحريات والمفترض تطويره وتعديله بما يتناسب ويتوافق مع رؤية كويت الجديدة، التي هي جزء لا يتجزأ من العالم المعاصر. ثانياً: صراع الكراسي: دور الجماعات الضاغطة، وخاصة المتبنية لنهج الإسلام السياسي، والتي لها أدوات في البرلمان، شرعت العديد من القوانين المقيدة، التي لا تتوافق مع دستور الحد الأدنى، ومتخطية بعض المواثيق الدولية المصادق عليها من قبل دولة الكويت. ثالثاً: جمود الثقافة ومحاربة التغيير: للأسف لا زلنا ندور في فلك الخلاف الازلي بين أنصار الشريعة وانصار المدنية، الذين هم في الأغلب أدوات بيد فئات ذات نفوذ تحركهم لتحقيق مصالحها دون الاكتراث بمصلحة البلد العليا. رابعاً: البيروقراطية وطول الدورة المستندية المنفرة: لأي مستثمر ومواطن ومقيم والتي تعج بها اغلب مؤسساتنا دون إيجاد حلول جذرية. خامساً: تعثر الخدمات الأساسية وخاصة التعليم: لا زال التعليم متهالكاً ومسيساً، ولا زالت الإدارة غير واضحة في إحداث التغييرات المطلوبة لخلق أجيال واعية ومبتكرة ومنجزة يعتمد عليها في تطوير وتنمية البلد. سادساً: إدارة المخاطر والأزمات: للأسف من التجارب السابقة تبين لنا سوء إدارة الدولة للمخاطر والأزمات، علما بأن المشروع هو رؤية مستقبلية، ومن المفترض حصر كل المخاطر المحتمل حدوثها وإيجاد خطط بديلة قادرة على احتواء تلك المخاطر ومعالجتها قبل أن تتحول إلى أزمة فعلية يصعب التعامل معها. استرداد ثقة الشعب تستوجب اطلاعه وإشراكه في تحويل تلك الرؤية لمشروع مستقبلي وطني يخدم الجميع من دون استثناء أو تمييز.
