أنزلتني الباخرة اليونانية في ميناء طرطوس، وبحماية فرقاطتين، فرنسية وأمريكية، كنّا مئات من رجالات منظمة التحرير بفصائلها المختلفة على متن تلك الرحلة القادمة من بيروت، كان ذلك في السابع والعشرين من آب/أغسطس عام 1982…وبعد قضاء أسبوعين تقريباً في معسكر «عدرا»، خرجت إلى دمشق، وبدأت رحلة البحث عن بيت أقيم فيه واستعيد تحت سقفه، «لم شمل» عائلتي المشتتة بين عمان وبعلبك، لقد ضافت بيوت الأصدقاء والرفاق بنا، نحن معشر «اللاجئين الجدد».

ودعوني أشاطركم رأيي بحكاية «الجيش العقائدي»، فأنا لم استسغ يوماً هذا الشعار، ولا كنت من أنصار تلك النظرية…صحيح أن لكل جيش «عقيدته القتالية»، التي تشتمل على تعريف «العدو» ومهددات الأمن القومي، وظائف القوات المسلحة وتفويضها الدستوري في حفظ الحدود وحماية الأوطان، أنماط تسليحه وقتاله وتدريبه وتعبئته وغير ما هنالك…لكن الصحيح كذلك، أن نظرية «الجيش العقائدي» لا تتوقف عند هذه الحدود، بل تملي على الجيش اعتناق «عقيدة/إيديولوجيا» الحزب الحاكم، والجيش حين يتماهى تنظيمياً وعقائدياً مع الحزب الحاكم، يصبح «ميليشيا» وليس جيشاً وطنياً، حتى وإن تَنَظّم وتَسلح وقاتل بنظريات الجيوش النظامية، وليس بأساليب «الحرب الشعبية».
والجيوش من وجهة نظري، إما أن تُفتح أبواب معسكراتها لجميع الأحزاب، كما هو حال بعض الدول الغربية، أو لا تُفتح لأحد، وثمة دول عديدة، ومن بينها الأردن، تحظر ممارسة العمل الحزبي في أوساط الجيش والقوات المسلحة…لقد رأينا تفاوتاً في أداء الجيوش العربية حين اندلعت ثورات الربيع العربي، بعضها انخرط في حرب أهلية وتصرف كميليشيا، وبعضها الآخر أحجم عن الانحياز لفريق ضد آخر، بمن في ذلك فريق رئيس الجمهورية (مصر وتونس)…هذه لم تكن جيوشاً «عقائدية» بل وطنية- مهنية بصفة عامة.
لكن من أسف، بعض الجيوش وضع يده على اقتصادات البلاد وتضخمت مكاسب جنرالاته وامتيازاتهم، حتى أن بعض التقديرات باتت تعطي بعض الجيوش العربية، أزيد من ثلث اقتصادات بلدانها…هنا، نستذكر «يافطة شارع المهاجرين» إياها، فنتحدث عن «جيوش عقارية» تمتلك الشركات والاستثمارات وتزاحم القطاع الخاص، وتستملك أراضي الدولة.
