الاعتقال المؤقت، هو عقوبة الإضرار بعلاقات لبنان الدولية، فهل يمكن تطبيق القانون؟

إن الإضرار بالمصلحة الوطنية وعلاقات لبنان بدولة أجنبية هو جرم يعاقب عليه قانون العقوبات اللبناني وفقاً للمادة ٢٨٨ التي تنص على:
يعاقب بالاعتقال المؤقت :
– من خرق التدابير التي اتخذتها الدولة للمحافظة على حيادها في الحرب .
– من أقدم على أعمال أو كتابات أو خطب لم تُجزها الحكومة فعرّض لبنان لخطر أعمال عدائية، أو عكّر صلاته بدولة أجنبية أو عرّض اللبنانيين لأعمال ثأرية تقع عليهم أو على أموالهم .
يُعتبر الاعتقال المؤقت عقوبة جنائية ووفقاً لنص المادة ٤٤ من قانون العقوبات، فإن الحد الأدنى لهذه العقوبة هو ثلاث سنوات، والحد الأقصى ١٥ سنة .
لعله من المفيد التذكير بنصوص هذه المواد ليعلم المواطنون اللبنانيون والمسؤولون منهم بشكل خاص، أنه يقع على عاتقهم واجب الحفاظ على مصلحة لبنان وعلاقاته مع الدول الصديقة، وأن إقدامهم على الإضرار بهذه العلاقات هو جناية يحاسب عليها القانون .
نعلم طبعاً أن الدولة اللبنانية ضعيفة وعاجزة عن محاسبة الكثيرين ممن هم فوق القانون والدستور والدولة، لكن يبقى السؤال من كل لبناني إلى هؤلاء الأشخاص والمسؤولين :
ما هو الأهم بالنسبة لكم، مصلحة لبنان واللبنانيين، أم مصلحة حلفائكم في الخارج، ومناصب تستجدون الحصول عليها؟
وكيف يمكن أن يقتنع أي مواطن لبناني بأنكم حريصون على الوطن، فيما أنتم لا تتركون فرصة واحدة إِلَّا وتُقدِمون فيها على إلحاق الأذى بعلاقات لبنان مع الدول الصديقة، والتي قدّمت وما زالت تُقدم له المساعدات ؟؟؟
هل هناك من مصلحة للبنان بمعادات أشقائه العرب ؟؟؟
هل خطاباتكم وأقوالكم الرشيدة تُفيد لبنان واللبنانيين، أم جلبت وتجلب الضرر للوطن وشعبه؟؟؟ وهل بالخُطب والعنتريات التي سمعناها وما زلنا نسمعها منذ أكثر من سبعين عاماً ، سيتم تحرير فلسطين؟ وهل هكذا يتوحد العرب للدفاع عن قضيتهم؟؟؟ وهل هذا هو مفهوم العروبة لديكم؟؟؟
هذه ليست أسئلة نطرحها ونريد جواباً عليها فالجميع يعلم الجواب . لكن نقول هذا لتذكير كل مواطن وإعلامي ومسؤول لبناني بواجبه الوطني، وأن الحفاظ على الوطن والدفاع عنه لا يكون بالإساءة إلى الأشقّاء العرب، خاصة في المملكة العربية السعودية، التي وقفت إلى جانب لبنان واللبنانيين في كل الأزمات والمحطات، ولا داعي لتعدادها فهي كثيرة، ومن لم يتعلّم الوفاء لن يفيده الذِكر ولا التذكير.
فقط نقول: عودوا إلى ضمائركم واهتدوا بالحكمة والعقل ، فمن يُحِب لبنان لا يجلب المآسي لشعبه بخطابات وكلام لا طائل منه، ولا يُقدّم أو يؤخر بشيء في الصراعات الدائرة في المنطقة والعالم، فكلنا يعلم من هو الملك ومن هم البيادق الذين تتم التضحية بهم في هذه اللعبة. إن لبنان بكم ومعكم عاجز عن حل مشاكله وأزماته المتعددة ، وبعضكم بمخيلته الفضفاضة ما زال يُتحفنا بأنه سيغيّر العالم.
