روسيا تتعهد بالرد بالمثل إذا انسحبت أمريكا من معاهدة القوى النووية
قالت روسيا يوم الاثنين إنها ستضطر للرد بالمثل لاستعادة التوازن العسكري مع الولايات المتحدة إذا نفذ الرئيس الأمريكي دونالد ترامب تهديده بالانسحاب من معاهدة القوى النووية متوسطة المدى وبدأ تطوير صواريخ جديدة.
لكن روسيا أشارت إلى أنها ربما تتراجع عن ذلك إذ أبلغ مسؤول كبير في الكرملين مستشار الأمن القومي الأمريكي باستعداد موسكو لمناقشة المخاوف الأمريكية بشأن تطبيق المعاهدة الموقعة عام 1987.
وأكد ترامب قلقه بشأن هذه المعاهدة وقال للصحفيين في واشنطن ”لم تلتزم روسيا بالمعاهدة“.
وأضاف أن الصين يجب أن تنضم أيضا لهذه المعاهدة مشيرا إلى ضرورة أن تتوقف كل الأطراف عن محاولة تطوير أسلحة نووية متوسطة المدى.
وجاء رد الفعل التحذيري من موسكو بعد أن قال ترامب يوم السبت إن واشنطن ستنسحب من المعاهدة التي تعود لحقبة الحرب الباردة والتي خلصت أوروبا من الصواريخ النووية.
وتلزم المعاهدة، التي وقعها الرئيس الأمريكي الراحل رونالد ريجان والزعيم السوفيتي الإصلاحي ميخائيل جورباتشيف، البلدين بإزالة الصواريخ النووية والتقليدية القصيرة والمتوسطة المدى من أوروبا.
وربما يؤدي انقضاء المعاهدة إلى تجدد اندلاع سباق للتسلح وحذر جورباتشيف الذي يبلغ عمره حاليا 87 عاما من عواقب كارثية لذلك.
ووصف ديمتري بيسكوف المتحدث باسم الكرملين خطة ترامب المزمعة للانسحاب بأنها مثار قلق عميق لدى موسكو.
وقال خلال مؤتمره الصحفي اليومي عبر الهاتف ”هذه الإجراءات قد تجعل العالم أكثر خطورة“.
ورغم نفي روسيا المتكرر فإن لدى السلطات الأمريكية قناعة بأن موسكو تعمل على تطوير، بل إنها نشرت، منظومة صواريخ في انتهاك للمعاهدة وهو ما قد يسمح لروسيا بشن ضربة جوية نووية على أوروبا خلال وقت قصير.
وقال بيسكوف إن الرئيس الروسي فلاديمير بوتين كان قد قال مرارا إن انتهاء المعاهدة سيجبر روسيا على اتخاذ اجراءات محددة لحماية أمنها.
وأضاف ”هذا يعني أن الولايات المتحدة لا تتخفى، لكنها ستبدأ علنا في تطوير هذه الأنظمة في المستقبل، وإذا تم تطوير هذه الأنظمة، فإن هناك إجراءات ضرورية من دول أخرى، وفي هذه الحالة روسيا، لإعادة التوازن في هذا المجال“.
أجرى مستشار الأمن القومي الأمريكي جون بولتون محادثات في موسكو مع وزير الخارجية سيرجي لافروف وأمين مجلس الأمن الروسي نيكولاي باتروشيف.
وفي تصريحات بعد المحادثات نفى بولتون صحة ما تقوله روسيا بأن الولايات المتحدة تلوح بالانسحاب من المعاهدة من أجل ابتزاز روسيا.
ونقلت وكالة الإعلام الروسية عن بولتون قوله إن واشنطن لم تتخذ حتى الآن أي قرار بشأن نشر صواريخ في أوروبا لاستهداف موسكو في حالة تمزيق المعاهدة.
وأضاف بولتون أن روسيا تنتهك المعاهدة وهو ما تنفيه موسكو.
ونقلت إذاعة (صوت موسكو) عن بولتون قوله ”الخطوة المقبلة هي المشاورات مع أصدقائنا في أوروبا وآسيا“ مضيفا أن المشاورات مع روسيا ستستمر أيضا.
