بسبب مواقع التواصل الاجتماعي… حرية الإنترنت تتراجع حول العالم!

حذرت منظمة “فريدم هاوس” في أحدث تقرير لها من توسّع نزعة حكومات العالم إلى استعمال مواقع التواصل الاجتماعي للتلاعب بالانتخابات والتجسس على المواطنين. ووفق تقييمها الذي شمل 65 بلداً، تتراجع حرية الإنترنت العالمية للسنة التاسعة على التوالي.
أدى التضليل الواسع (أي نشر معلومات مغلوطة عمداً لخداع الناس) إلى تشويه الانتخابات في 26 بلداً من أصل 30، حيث جرت انتخابات وطنية في السنة الماضية. تستمر مظاهر الرقابة المباشرة وقطع الإنترنت، لكن يذكر التقرير أن حكومات كثيرة تفضّل استعمال الأفراد لنشر حملات دعائية عبر الإنترنت، نظراً إلى سهولة استخدام منصات مواقع التواصل الاجتماعي مثل فيسبوك وتويتر وإنستغرام ويوتيوب.من أصل 65 بلداً خضعت للدراسة، سجّل نصفها تراجعاً عاماً في معدل حرية الإنترنت، واقتصر عدد البلدان التي شهدت تحسناً في هذا المجال على 16. تأثرت أغلبية الدول ببرامج المراقبة المتقدمة عبر مواقع التواصل الاجتماعي، فاعتقلت وكالات إنفاذ القانون في 47 بلداً الناس بسبب آرائهم السياسية أو الاجتماعية أو الدينية على شبكة الإنترنت.
كانت أيسلندا أفضل دولة حامية لحرية الإنترنت في العالم، فلم تُسجّل أي حالات ضد مستخدمي الشبكة بسبب تعبيرهم عن آرائهم في السنة الماضية. يملك هذا البلد روابط شبه كاملة مع العالم، ويحمي حقوق مستخدمي الإنترنت بقوة، ولا يفرض ضوابط على محتوى منشوراتهم. إحتلت إستونيا وكندا المرتبتَين الثانية والثالثة على التوالي. في المقابل، سجلت الصين، كما هو متوقع، أسوأ أداء في هذا المجال.
يقول أدريان شهباز، مدير الأبحاث في “فريدم هاوس”: “يتوقف مستقبل الحريات على إمكانية إصلاح مواقع التواصل الاجتماعي”. بما أن جميع شركات التكنولوجيا الكبرى تقع في الولايات المتحدة، يعتبر تقرير المنظمة أن الحلول يجب أن تصــدر عن الأميركيين أيضــــاً. كذلك، يوصي التقرير بأن يُحسّن المشرعون مستوى الشفافية وطريقة الإشراف على الإعلانات السياسية الإلكترونية، ويسنّوا تشريعات فاعلة لحماية خصوصية البيانات، وينظموا استعمال أدوات مراقبة مواقع التواصل الاجتماعي بطريقة صارمة عن طريق وكالات إنفاذ القانون، فضلاً عن اتخاذ تدابير مطلوبة أخرى.
صدر هذا التقرير فيما تتلقى شركة فيسبوك دعوات لتغيير سياستها التي تسمح للسياسيين بنشر أكاذيبهم على منصاتها. حتى أنها خضعت لضغوط متجددة بسبب قرار تويتر منع الإعلانات السياسية في الأسبوع الماضي. تسود مخاوف في بريطانيا مثلاً من أن تستغل الجهات الخاطئة غوغل وفيسبوك ومنصات تقنية أخرى خلال الانتخابات العامة المقبلة في 12 كانون الأول. لذا تطلق منظمة “فريدم هاوس” هذا التحذير اللاذع: من دون اتخاذ الخطوات اللازمة، من المتوقع أن يتدهور الوضع بدرجة إضافية!
