الجريمة موجودة منذ بدء الخليقة، موجودة منذ أن قتل قابيل هابيل ولم تتوقف إلى يومنا هذا، ولكل مجتمع في هذا العالم سماته السلوكية وقيمه الأخلاقية وبالتالي لكل مجتمع سماته الجرمية، أعلم أنه استنتاج غير مستساغ ولكنه حقيقة علمية من الصعب إنكارها، فالشخصية الأردنية رغم رصانتها وجدية سلوكها إلا أنها ليست شخصية قاسية ولا تغلب عليها سمة العنف على عكس الحالة النمطية الشائعة عن «جلافة وكشرة الأردني»، كما أن البيئة الاجتماعية الأردنية هي بيئة طاردة للعنف وبخاصة العنف الناتج عن أسباب جرمية كالسرقة واللصوصية، فهي بيئة تحتقر «الزعران» و«البلطجية»، غير أنه وفي العقدين الأخيرين وبسبب الضغوط الاقتصادية وزيادة البطالة وانتشار المخدرات وتعاطيها وما نتج عن ذلك من مسلكيات عنفية وقيم شاذة زادت نسبة الجريمة وأخذت منحى أقرب ما يكون لتشكيل عصابات محترفة تعمل على فرض قوانينها الخاصة بالقوة وعبر العنف بكل أشكاله في بعض المجتمعات المحلية، وتأسيس نظام الخاوات والأتاوات الذي شكل وبكل أسف في بعض الحالات «جزراً معزولة» يحكمها قانون البقاء للأقوى أو البقاء للأزعر، وهذا الأمر لا يشكل تحديا أمنيا بالمعنى البوليسي فحسب بل هو تحد مجتمعي وقيمي وأخلاقي، فمحاصرة هذه الجزر التي أشرت إليها وتضييق الخناق عليها بات يشكل أولوية وطنية – أمنية من الدرجة الأولى.
من رحم واحدة من هذه الجزر جاءت جريمة الزرقاء المروعة ضد الشاب صالح والتي هي عمليا ضدنا جميعا، هذا السفاح الفاقد لأدميته وإنسانيته ارتكب جريمته وهو يضحك ويتسلى هو وبقية العصابة في تحد للمجتمع وللدولة وللقانون ولكل شيء له علاقة بالإنسان والإنسانية، سفاح بحقه 170 قيداً، رقماً مهولاً يدلل على أن هذا المجرم ومن على شاكلته أسسوا لعالم خاص بهم لا نقوى نحن ابناء المجتمع السوي أو العادي أن نقتحمه أو التعايش معه، فيما يستطيعون هم أن يفعلوا بنا ما يحلو لهم وبالشكل وبالوقت الذي يريدون والسؤال الاستراتيجي «اين الدولة»؟..
هذه العصابات وهؤلاء المجرمون هم «دواعش» يهددون أمننا، ويخربون حياتنا وينكلون بنا، ولهذا علينا اعتبارهم خطرا لا يقل عن خطر «داعش» أو «القاعدة» أو التنظيمات الإرهابية، أما مواجهتم فهي بمزيد من العزل وأهم مفصل في هذا «العزل المركب» من المجتمع والقانون هو تغليظ العقوبات على أصحاب السوابق والذين أدمنوا الجرائم، فالإعدام قد يكون رحمة لهؤلاء بل يجب إيجاد تشريع يحكم بموجبه على أمثالهم بالمؤبد مع الأشغال الشاقة الفعلية وفي سجون خاصة وأن يحرموا من أي عفو أو تقليل لمدة العقوبة.
