ميزانية سوريا للعام القادم ب 9 مليارات دولار بدون عجز

أصدر الرئيس السوري، بشار الأسد، الخميس، قانون موازنة العام المقبل بمبلغ إجمالي قدره 8.9 مليار دولار، ثلثه تقريبا مخصص لمشاريع استثمارية بينها لمناطق تضررت بفعل النزاع المستمر منذ نحو 8 سنوات.

وتسبب النزاع، الذي تشهده سوريا منذ عام 2011 بدمار هائل في البنى التحتية، وقدرت الأمم المتحدة في أغسطس كلفة الدمار بنحو 400 مليار دولار.

وأفادت وكالة الأنباء السورية الرسمية (سانا) بأن “الأسد أصدر القانون رقم 44 لعام 2018 القاضي بتحديد اعتمادات الموازنة العامة للدولة للسنة المالية 2019 بمبلغ إجمالي قدره 3882 مليار ليرة سورية”.

ويبلغ سعر صرف الليرة السورية حاليا 434 مقابل الدولار الأميركي، وفق مصرف سوريا المركزي.

ويأتي إصدار القانون بعد أيام على إقرار مشروع القانون في مجلس الشعب السوري، حيث بلغت اعتمادات العمليات الاستثمارية 1100 مليار ليرة (نحو 2.5 مليار دولار).

ويخصص مشروع الموازنة أكثر من 443 مليار ليرة سورية (مليار دولار) لإقامة مشاريع استثمارية في المناطق المحررة أو التي يعيد الجيش السوري الاستقرار إليها.

وكانت اعتمادات الموازنة للعام 2018 بلغت 3187 مليار ليرة سورية، بينها 825 مليار للاعتمادات الاستثمارية، كما تخصص الموازنة الجديدة، وفق ما كان ذكر التلفزيون الرسمي، إجمالي 1.6 مليار دولار لقطاع الكهرباء.

ومني قطاع الكهرباء خلال سنوات النزاع بأضرار كبرى، وقدر وزير الكهرباء، زهير خربوطلي، مطلع الشهر الماضي قيمتها بأربعة آلاف مليار.

وتمكنت القوات الحكومية خلال العام الحالي من استعادة السيطرة على مناطق عدة كانت تحت سيطرة الفصائل المعارضة، أبرزها في الغوطة الشرقية قرب دمشق ومحافظتي درعا والقنيطرة جنوبا.

وترصد الموازنة كذلك “اعتمادات لتمويل أكثر من 69 ألف فرصة عمل في الجهات الحكومية للعام القادم” وفق سانا.
