في هذه الدائرة الحياتية المتداخلة العلاقات والأدوار، الكل يشكو من الكل، والكل يلقي باللوم على الآخر، وفي النهاية الكل يتساءل مُستفسرًا عن الأسباب والحلول وكأن الشكاوى واردة من عالم آخر وليس من الواقع المعاش الذي نحن جزءٌ منه.
الأسباب يا أعزائي؛ تحتاج لجلسات حوار ومكاشفة موضوعية صريحة وواضحة تحدد فيها النقاط على الحروف، بدلًا من إضاعة الوقت في توزيع الاتهامات والتفرّد بالقرارات.
والحلول كذلك تحتاج لتوزيع الأدوار والمسؤوليات والتعاون والتنسيق الإداري المنظم.
وأن يسبق كل ذلك التقبل والاستعداد النفسي والسلوكي من الأطراف المعنية، بأن يستمع كل طرف للطرف الآخر دون تشنّج أو غرور، للتمكن من استيعاب الأمور والأوضاع على حقيقتها بتفاصيلها المجردة دون رتوش أو أصباغ تزيين وديكور، كما أساسات البناء عندما تكون مجرد طوب وإسمنت خالية من أي أوجه طلاء وزينة.
الشكاوى في الغالب لا تنبع من فراغ، هي في حد ذاتها تعبير عن أداء غير مُرضٍ أو خدمة تفتقر للجودة والإتقان، أو تجاوز غير قانوني أو إهمال وتهاون مضرّ بالمصلحة العامة، تتعدّد أنواع الشكاوى وَفقًا لمصدرها وتنوع الأضرار الناتجة عنها على المستويات الشخصية والعامة، لو راجع كل شخص مسؤول أيًا كان دوره مسؤولياتِه وتصرفاتِه، وأصغى باهتمام لسماع أسباب الشكاوى من مصدرها، لارتقينا لعالمٍ أفضل.
لذا من الأهمية عدم إهمال الشّكاوى وأخذها بعين الاعتبار أيًا كان مصدرها ونوعها، والتركيز على النواحي الإيجابية منها بعد دراستها وتحليلها، فقد يستفاد منها في تطوير السياسات والإجراءات، وحلّ المشكلات، والتعرّف على نقاط الضعف، ووضع الخُطط التنفيذية، وبناء آليات الإشراف والمتابعة والتنسيق بين الجهات الخدميّة، للتوصل للحلول المرجوة.
